Child and Adult Care Licensing Program Director

Minimum Qualifications:
  • Bachelor's degree in Social Services, Early Childhood Education, Human Services, Public Administration or other directly-related field
  • 3 years of staff and program management experience with a major program, or equivalent experience through a combination of work and educational experience
  • Master's degree in directly-related field or law degree can be substituted for 1 year of experience
  • Demonstrated experience and ability to manage a direct team and large-scale workforce and successful implementation of accountability measures and regulatory oversight of independent providers
  • Proven ability and experience to foster teamwork and lead a team and large workforce toward the identified goals and vision
How you make a difference in this role:
The Child & Adult Care Licensing Program Director is responsible for providing state office program direction, oversight of child care regulatory functions, staff management, technical assistance and leadership within the Child & Adult Care Licensing Program. This individual will interface with intra-departmental partners in the Certificate, Assessment, Child & Adult Care Food, Adult Protective Services programs as well as Office of General Counsel, federal partners within the Administration of Children and families- Office of Child Care.
The Child & Adult Care Licensing Program operation mission is for the protection of children and adults while under the care of agencies licensed by the Tennessee Department of Human Services. Licensing specific to child care is to promote developmentally appropriate practices that enhance early learning and foster parental engagement in spaces that are safe, healthy and educationally rich.
The Director will manage a team of regional Program Supervisors, a Program Manager, with overall responsibility for approximately 134 individuals statewide. This position reports directly to the Child Care Services Director.
Executive Service
Key Responsibilities:
  • Lead the Child & Adult Care Licensing Program through transformational change that promotes efficient business practices, customer friendly and streamlined administrative processes
  • Director's primary scope of responsibility is in effective management of people to ensure accomplishment of goals and accountability to processes and expectations
  • Direct program staff in interpreting licensing rules and applying consistency in monitoring of rules, procedures and policy
  • Oversee all Licensing programming, including policy, enforcement, implementation of rules, Licensing-specific program improvements, oversight of pre-licensure activities, and outreach and recruitment
  • Direct program staff in delivery of best practices in customer service
  • Provide leadership in streamlining procedures and engaging technology to promote efficiency in business practices
  • Develop, review, interpret and implement relevant federal and state policies and procedures; determine applicability of new and revised policies; and make recommendations for changes to existing state policies
  • Facilitate rules revisions that continually promote licensed spaces that are safe, healthy and nurture overall well-being of children and adults
  • Represent the Department at Federal, Regional and Statewide meetings and conferences
  • Facilitate healthy relationships with internal and external partners that support the mission of the Division and the Department
  • Provide oversight and direction to child care providers regarding compliance with Child Care and
  • Development Block Grant requirements through training, monitoring and technical assistance
  • Promote recruitment of new agencies for licensure to increase capacity in quality early care programs
  • Provide leadership in recruiting, training, and retaining Licensing program staff who effectively support the program's mission
