Maintenance & Operations Superintendent (Multiple Locations)

The Opportunity
WSDOT is seeking two professionals with extensive experience in a Maintenance Program overseeing Transportation Systems. These highway maintenance professionals will provide leadership, guidance, and support as a Maintenance & Operations Superintendent in the Northwest Region (NWR) with area oversight for either Seattle, Bellevue, and surrounding areas of King County; or Mount Vernon and surrounding areas in Skagit and Island counties. As the Maintenance & Operations Superintendent, this position will strategically assess and prioritize business needs, make long-term capital investment and budget decisions, and organize and direct operational resources to achieve maintenance goals for an expanding area. This position will oversee the operation and preservation of the transportation infrastructure systems throughout their assigned area, managing a biennial multimillion dollar budget and an equipment fleet worth multimillion dollars. What to Expect
Among the varied range of responsibilities held within this role, the Maintenance & Operations Superintendent will:
  • Oversee a biennial multimillion dollar operations budget and an equipment fleet worth multimillion dollars.
  • Represent the organization to conduct and/or attend department and interagency meetings, plans reviews, pre-construction conferences, and public meetings and outreach events to ensure proper quality control from a maintenance perspective.
  • Develops and solicits bids for, and awards, and administers contracts for maintenance/preservation projects, including asphalt and aggregate procurement, equipment rentals, and contracts for miscellaneous goods and services.
  • Represent WSDOT as the expert witness/subject matter expert at public events and coordinate department activities with federal and state agencies, sovereign tribes, counties and municipalities, and public organizations.
  • Travel throughout the assigned area to perform field assessments and serves as the area’s Subject Matter Expert for the Snow and Ice Removal program during the winter season.
  • Ensures the Area meets the Department's environmental commitments including its NPDES and Integrated Vegetation Management requirements by development of long-term plans to achieve the goals and implementation of decisions regarding fleet, facilities and staffing that supports the plan.
  • Reviews monthly expenditure and accomplishment reports. Analyzes expenditure status and directs adjustments to the maintenance program to stay within labor hour and dollar allocations.
  • Track employee safety statistics and develops preventative action plans based on data and accident reports. Attains employee involvement in WSDOT’s safety program. Implements and evaluates new employee safety technologies, career development programs, and policies to reduce accident/injury occurrence.
  • Coach, mentor, and train new and veteran employees, overseeing the implementation of policies and practices that support employee diversity, career development, training and recognition. Administer WSDOT policies, labor contracts, and work rules.


Qualifications
Both positions will be filled under the Washington Management Service (WMS) schedule series. Due to the variance in the scope of responsibilities, the position located in Mt. Vernon (Skagit and Island Counties) will be filled at the WMS Band 02 level, and the Seattle/Bellevue (King County) will be filled at the WMS Band 03 level.

Candidates at any band level are required to have:
  • Valid unrestricted Driver’s License
  • College degree or significant coursework in civil engineering, construction management, or closely related field.
  • Extensive experience developing and managing multimillion dollar budgets.
  • Experience developing effective, professional working relationships with a variety of public and private individuals and stakeholder groups, including high-level agency managers and executive management. 
  • Completion of National Incident Management System (NIMS) Incident Command Structure (ICS) 100, 200, 700, and 800 or the ability to obtain within 1 year of date of hire.
  • Ability and willingness to act and be on a standby/on-call status, responding to emergencies 24x7 and working planned and unplanned hours outside of normal scheduled shift on an as needed basis.

Minimum Requirements for WMS Band 02 ($82,428 – $105,696 Annually):
  • Minimum of five (5) years of supervisory experience in transportation and highway maintenance, construction management, civil engineering, or closely related field, including supervising subordinate staff.

Minimum Requirements for WMS Band 03 ($92,736 – $118,956 Annually)
  • Minimum of ten (10) years of experience in transportation and highway maintenance, construction management, civil engineering, or closely related field with a minimum of five (5) years of supervisory experience managing and supervising maintenance operations, including subordinate staff.

Preferred Qualifications:
  • Bachelor’s degree in construction management or closely related field.
  • Experience planning, developing, and administering budgets up to or in excess of $20 million
  • Knowledge of labor relations and collective bargaining procedures and practices, including administration of collective bargaining agreements and application of corrective and disciplinary action.

Important Notes
  • The listed salary for the King County position includes the Legislative approved King County Premium.
  • These position will require periodic local, regional, and state travel on an as needed basis.
  • These position may be required to respond to unexpected emergencies and work outside of the normal scheduled shift, including nights, weekend, and holidays as needed.
